The Utilities Director is responsible for all operations, engineering, construction and finance activities of the Palm Bay Utilities Department and all its related facilities. In this role Dan coordinates and supervises the operations of the Palm Bay water and wastewater treatment and distribution system. He is also charged with the planning, development and implementation of proposal and programs to oversee the department’s revenues in order to maintain and expand services in accordance to the needs of the City. His responsibilities also include oversight of the following: Plant and Facility Operations, ISO, EMS, Engineering and Geographical Information Systems.

As the Distribution and Collections Manager, Bob oversees the construction, operation and maintenance of City water and wastewater distribution and collection systems. He plans, organizes and directs personnel assigned to the operations and maintenance programs of the water and wastewater distribution and collection systems. He is also responsible for developing long-range plans and cost estimates for expansion of utilities services in accordance with projected needs of the service area, developing specifications and recommending bid awards for major equipment and material purchases, and assisting in budget preparations.

Engineering Manager

As the Engineering Manager, Katie performs professional and responsible engineering work in the management and oversight of the Department’s community investment programs, plant and facility operations. The Engineering Manager also supervises engineering technicians and inspectors, and reviews their work for completeness and accuracy. Designing water distribution and wastewater collection improvements and expansions; signing and sealing designs are also part of the responsibilities of this position.

Enterprise GIS Manager

The Enterprise GIS Manager is responsible for the City’s Geographic Information System which is used to gather and analyze data specific to the geography and infrastructure of Palm Bay. Crystal is responsible for the maintenance and accuracy of this system. The Enterprise GIS Division works with all areas of the Utilities Department and the City to develops methods and strategies for communicating information through GIS. Crystal supervises and balances project workloads to division personnel and ensures quality customer service. The services of this division are often called upon during emergency situations such as hurricanes, brush fires, and flooding to collect and map critical information.
