District 1 is the geographic area of the city that is everything east of I-95 and north of Malabar Road. It is a “landlocked” district, providing little opportunity for expansion. District 1 is currently measured at 15.5 square miles. It has an estimated population of 33,770 residents. District 1 has most of the commercial and multi-family housing units within the city, resulting in a small land area and a dense population. In 2011 the district saw an overall increase in crime, especially in the area of theft. This in part is due to the current economic conditions and also due to opportunity.

Property left in unsecured vehicles is 100% more likely to become a target of opportunity for thieves. Neighborhood Policing Unit officers continue to work with local homeowners groups and neighborhood watch to increase public awareness about crime prevention in hopes of reducing the overall crime rate.

District 2 consists of patrol zones 6 and 7 which is the area west of I-95 and north of Malabar Road and also includes zone 9 which is an area south of Malabar Road and west of Degroodt Road. District 2 is currently 29.6 square miles of Palm Bay’s total land mass area of just under 100 square miles. The population in District 2 is estimated to be 27,290 residents.


The most significant crime problems facing this area continue to involve daytime residential burglaries and secondly, night time vehicle burglaries.
In 2011 District 2 citizens reported a total of 274 residential and commercial burglaries which is approximately 14% more than what was reported in 2009, while the number of thefts, including vehicle burglaries climbed to 522 incidents or an increase of approximately 84%.

Several factors contributed to this increase including high rates of recidivism or prison released re-offenders, increases in the rate of drug use, specifically prescription pills which tends to trigger increases in the theft and burglary crime rates. Limited investigative resources are being re-allocated to focus manpower on combating property crimes which is the most significant ongoing issue.


District Three

District 3 is the area west of I-95 to Minton Road and south to Bombardier, south of Malabar Road to the south city limits. Over the past couple of years, the City of Palm Bay has annexed a significant land area south of the old city limits and east of Micco Road. District 3 encompasses approximately 52.9 square miles of the city’s near 100-square miles and has an estimated population of 46,643.


In 2011 District 3 residents reported 251 residential and commercial burglaries. Like the other districts in the city, the number of thefts climbed significantly. District 3 residents reported 499 thefts, an increase of 65% from 2010. Economic conditions, domestic situations, juvenile offenders and drug related issues are all contributing factors to the increase in reported incidents. Additional investigative resources are being directed to these issues along with increased community education through the Neighborhood Policing Unit.
