HUD’s new Neighborhood Stabilization Program will provide emergency assistance to state and local governments to acquire and redevelop foreclosed properties that might otherwise become sources of abandonment and blight within their communities. The Neighborhood Stabilization Program (NSP) provides grants to every state and certain local communities to purchase foreclosed or abandoned homes and to rehabilitate, resell, or redevelop these homes in order to stabilize neighborhoods and stem the decline of house values of neighboring homes.The program is authorized under Title III of the Housing and Economic Recovery Act of 2008. Notice is hereby given that the proposed FY 08-09 Action Plan NSP Substantial Amendment is available for public review and comment from November 12, 2008 to November 26, 2008. Written comments on the amendment may be delivered in person to the Neighborhood Development Office, 5240 Babcock St. NE, Suite 212, in Palm Bay or mailed to 120 Malabar Rd. SE, Palm Bay, FL 32907. Comments received after 5pm on November 26, 2008 will not be considered. A copy can be made available on diskette upon written request.
